Background
 

The projects aim at supporting Government in its effort to scale up progress of the national response to domestic violence through increasing effectiveness and sustainability of existing systems of legal and social support provision for those affected by domestic violence; institutionalising the model of intersectoral coordination and model of comprehensive work with male-aggressors; building capacity and increasing role of NGOs in diminishing society tolerance towards domestic violence; ensuring shift of public opinion towards zero tolerance for violence against women through information campaign and targeted work with media.

Under the general guidance of the Assistant Representative and direct supervision of the UNFPA Programme Associate, the Project Manager coordinates the work of project team ensuring the planning, implementation, monitoring and evaluation of project activities in accordance with UNFPA rules and procedures as well as donors’ requirements. He/she is responsible for achievement of project’s objectives and quality management throughout the project life cycle.
 

 
Duties and Responsibilities
 
  • Assume responsibility for meeting the financial delivery targets set out in the agreed Work Plans ensuring UNFPA rules and procedures application;

  • Assist in preparing and managing project budgets, monitor and analyse projects accounts/transactions in accordance with the projects budgets, logical frameworks and Work Plans;

  • Provide assistance in monitoring of project financial performance for core and non-core resources. Perform remedial actions as advised by the Project Manager and CO Admin/Finance Associate;

  • Prepare proposals and manage project budget revisions;

  • Establish and maintain organized filling system for all financial records;

  • Verify the requests for advance of funds and itemized cost estimates from the Implementing Partners for their compliance with the approved Work Plan and budget;

  • Verify FACE forms submitted by the Implementing Partners for their accuracy and compliance with the approved Work Plan and budget; negotiate all necessary corrective steps with the Implementing Partners;

  • Prepare quarter NEX reconciliation reports;

  • Report projects funds utilization using different reporting modality as requested by donors and UNPFA procedures, keeps related records for audit requirements;

  • Ensure proper administration and utilization of projects resources in accordance with national execution procedures;

  • Prepare and submit payment documents to UNFPA CO;

  • Manage project recruitment and selection process applying best practice HR tools and mechanisms;

  • Make necessary arrangements for the local and international travels foreseen within the frames of the project;

  • Maintain up-to-date project inventory;

  • Manage project procurement following UNFPA procurement rules and procedures

  • Ensure proper logistics support to any events and training activities envisaged by the project’s working plan;

  • Carry other duties as required by the Project Manager

Required Skills and Experience
 
  • University Degree preferably in Finance, Economics, Management or other related field
  • At least 5 years of relevant experience in providing financial and administration support services
  • Experience in projects funded by international donors is highly desirable;
  • Good command of English, Russian and/or Belarusian;
  • Experience in the usage of computers and office software packages (MS Office, Excel, e-mail, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
