Background
The Programme Officer on Sexual Reproductive Health (SRH) /HIV is located in Country Offices (CO) in Minsk and reports to the Assistant Representative.
Under the supervision and guidance of the UNFPA Assistant Representative, the Programme Officer will assume the responsibility to effective design, planning and management of UNFPA`s country programme components and activities in the areas of maternal health;  women and adolescents reproductive health; family planning; cervical and breast cancer; HIV prevention, health commodity security, other related areas.
The position also envisages conducting analyses and assessments of relevant political, reproductive health, family planning and social trends; provision of substantive inputs to programme and projects formulation and evaluation; joint programming initiatives and national development frameworks; advocacy; resource mobilization; partnerships development; knowledge management; programme monitoring; reporting.
S/he will coordinate the project activities of the UNFPA within the Joint programme “BelMed” (planned for 2 years), as well as other developed projects in the area.
 
 
Duties and Responsibilities
Participates in the implementation of the CP components and project design, planning, implementation in the area of responsibility and in line with Government priorities and according to UNFPA Programme policies and procedures.
 
Analyzes and interprets the policy and socio-economic environment relevant to reproductive health and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
 
Collects, analyses and provides to the UNFPA CO all data and information related to the CO programme activities in the area of SRH/HIV, to be used for the UN and UNFPA programming purposes, provides inputs to the UNFPA CP reporting documents and frameworks, both narrative and indicator-related.
 
Assists advocacy and resource mobilization efforts of Country Office by preparing relevant documentation, i.e. project summaries, project proposals, speeches, donor profiles, and participating in donor meetings and public information events.
 
Coordinates UNFPA`s CO relevant programme components and projects implementation ensuring delivery of results in accordance with the CP, project documents, Work Plans, etc.
 
Contributes to the evaluation of the relevant programme components and projects` activities, establishing and implementing mechanisms to systematically assess the achieved results, conducting monitoring visits, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports. Analyzes basic factors affecting the achievement of results, recommends corrective actions and follow up on recommendations.
 
Contributes to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the CO, and drafting relevant materials for dissemination.
 
Carries out any other duties as may be required by the Assistant Representative.

Required Skills and Experience
Advanced University degree in medicine, public health or related discipline.
At least  5 years of practical experience of working in programme/project management;
Practical experience preferably in the area of sexual reproductive health, family planning, public health;
Experience working with the UN/other international organisations in an asset;
Excellent command of English, Russian and /or Belarusian.
